UCR - Unified Carrier Registration
The Unified Carrier Registration Agreement is a base-state system for registering interstate motor carriers. Those who must register include private, for-hire and exempt carriers; farmers who operate in interstate commerce; brokers; freight forwarders and leasing companies. Annual registration fees fund state motor carrier safety programs and enforcement.
Please note: MoDOT takes seriously its responsibility to keep motor carriers' account information private. We can only discuss accounts with those people appointed as official contacts by the companies we serve.

If Reporting Fewer Vehicles Than Listed on MCS-150 |
When filing for UCR, most motor carriers report the same number of vehicles as appears on the federal MCS-150 form. If a different number is used, it must be explained through the use of one of the following forms. The form
must be kept on file for audit purposes.
When reporting at least one less vehicle than listed on
the MCS-150:
- because the vehicle(s) are used exclusively in intrastate (Missouri-only) service, use the UCR-1 form.
- because the vehicle(s) have been sold, traded, wrecked, etc., use the UCR-2 form.
HOWEVER, in either case, it is preferable to update the MCS-150 with the most current vehicle count.
